TNT, as a freight forwarder, is legally classified as a carrier. This means
TNT assumes complete responsibility and liability for your client’s vehicle
from origin to destination, which provides you with greater protection and
customer service capabilities.

Brokers are not legally classified as a carrier, which is why the US Supreme Court referred to Brokers :

“not issuing a Bill of Lading, is just an agent, with no responsibility for the physical state of the cargo”

In its opinion the Supreme Court quite properly defined a Broker as a
“Travel Agent” for freight with no direct responsibility for the cargo of
the client under transport.
